Our state and city have permitted unregistered and uninsured motorized bicycles and scooters to flood the streets.  Although these are not considered motor vehicles under the Vehicle and Traffic Law, in reality they can inflict as much harm as a regular automobile or a motorcycle.

A motorized bike can reach 30 mph.  A motorized scooter can go as fast as 20 mph.

People who own cars and motorcycles must register their vehicles and buy insurance to protect innocent members of the public who get injured.  Motorized bike and scooter owners should not be given a free pass.  There should be registration and insurance requirements for these motorized vehicles.
